Default Turbo Seal? - 2007 VW GTi

So, originally when I bought my car, the only issue that I had that wasn't solved was my oil burning problem. Over time, I notice that during acceleration when my turbo would kick in, sometime it would give off a squeal. Most of the time, the turbo whistle would sound normal but over time it got worse. My car when acceleration would often times, for a few seconds, would sound like a tea kettle boiling on a stove, then would sound normal again. Last week, something finally blew out in my turbo because I have no power in my car. I can barely move up hills, and when I downshift into 4th gear, I can't get my car past 65 mph unless I'm going downhill. Could this be a turbo seal problem which lead to it blowing out, or something else? Also, I have a new Catylitic Converter, with no muffler and now my car is extremely quiet, compared to what it sounded like before the incident.

Rebuilding a turbo isn't a DIY job a specialist needs to do this as its balanced.
