Exclamation Need Help in NJ

I'm a Factory Trained, Registered Expert Technician and ASE Certified looking for side work. Minor/Major Services, Brakes, Exhaust, Suspension, Timing Belts, Clutches, Engine Swaps, you name it. hi, i was wondering if i could get some advice from you to get a problem fixed on my 98 jetta. concerning tht lame secondary inj. system. (code P0411). I already tried doing lots of things, but the code won't go away...

check 2ndary Air pump, combi-valve, and vacuum lines!!!!

Eurocharged is IN!!!!!

I did all that. Even jumped the Air pump, directly from the battery and it works. I replaced the combi valve, got new rubber hoses and even that plastic tube that goes from the air pump to the combi valve. When is very cold outside, the air pump won't start. Sometimes when i let it idle that thing comes on like 3 times very quick and the shuts down. All i can think is that it might be the relay. Is there any way to test the relay??
