1998 Jetta wouldn't start, with key turned no fuel pump running, checked fues 18 and it was good, fuel pump relay was clicking when I turned key, so that should be good, so I opened the fuel pump and check for power with a test light and had none, ran jumper wire from battery ground to pump worked, so I ran a ground wire from battery to pump and turned key and no power so the ground is not problem, is their a shut-off switch stopping power to battery
