96 jetta, no power at fuse block for fuel pump

Default 96 jetta, no power at fuse block for fuel pump

96 jetta, car cranks but won't run.

I checked to see if I heard the fuel pump running with ignitionon. No fuel pump.
So, I checked for voltage at fuse #18 (fuel pump) with the ignition on. No voltage.
So, I made a simple wire jumper and jumped from anotherfuse to #18. i.e. I put voltageto the fuel pump and it came on.

So now, how do I get voltage to the fuel pump fuse?
Why isn't there voltage? Is it a relay, fuseable link?
I have the Haynes manual, itdoesn't have the electrical circuit for the fuel pump.

Help please, Pat
