Default Large radiator cooling fan not spinning

I have a 2007 VW Jetta 2.5 sedan with automatic transmission. Actually it's my girlfriend's. But anyway, I noticed the radiator cooling fan sounded loud, and after looking under the hood, the smaller passenger side fan is spinning much faster, and the large driver's side fan is not spinning at all. Seems like the smaller fan is overcompensating. However, yesterday I took a look under the hood, had my girlfriend start the car and then turn on the air conditioning. BOTH FANS WERE SPINNING FOR A FEW SECONDS, but then the larger driver's side fan stopped spinning and the smaller one started to spin really really fast. The smaller passenger side fan spins really fast then stops, then it comes back on again. It gets pretty loud.

Her check engine light is on and after using a scan tool we got the code P0480 "Cooling Fan 1 Control Circuit Malfunction"

Anyway, do I just need to replace the larger driver's side fan? I took out the full shroud with both fans and took a look, all the wires and connectors seem fine. The fans spin freely when I spun them by hand. We put it back and started the car... the large fan didn't spin at all, just the small one really really fast. Any advice would be helpful, thanks!

Default Welcome to Volkswagen Forum - Rules & Recommendations

VAG Error Code: 16864/001152/6141/4527
EOBD II Error Code: P0480

Fault Location:
Coolant Fan Control Circuit 1 - Electrical Malfunction

Possible Cause:
Malfunction Indicator Lamp (MIL)(K83) active.
Engine overheating.

Fuse(s)
Coolant Fan Control Module (J293) faulty.
Radiator Fan 2 (V177) restricted/jammed.
Wiring/Connector(s) from/to Coolant Fan Control Module (J293) faulty.
Wiring/Connector(s) from/to Coolant Fan (V7) faulty.
Engine Control Module (ECM).

Possible Solutions:
Check/Replace Fuse(s).
Check Coolant Fan Control Module (J293).
Read Measuring Value Blocks (MVB).
Perform Output Test.
Check Radiator Fan 2 (V177) for Restriction/Blockade.
Check for Foreign Objects and Accidental Damage as well as Restrictions.
Check/Replace Wiring/Connector(s) from/to Coolant Fan Control Module (J293).
Check/Replace Wiring/Connector(s) from/to Radiator Fan 2 (V177).

Special Notes:
Remove the Radiator Fan 2 (V177) Fuse(s) for Safety Reasons before checking it.

When is the code detected?:
The P0480 code is detected when the Engine Control Module (ECM) detects that the commanded state of the driver and the actual state of the control circuit do not match.

Description:
The electric cooling fan is controlled by the Engine Control Module (ECM) through the cooling fan relay based on inputs from the following components:

- The Engine Coolant Temperature Sensor (G62).
- The Intake Air Temperature Sensor.
- The A/C selector switch.
- The A/C refrigerant pressure sensor.
- The Vehicle Speed Sensor (G68).

The Engine Control Module (ECM) controls the cooling fan by grounding the cooling fan control circuit which turns ON the cooling fan relay. The cooling fan relay will be commanded ON when the following conditions are met:

- The engine coolant temperature reaches 106°C (223°F) or more.
- The A/C clutch requested.
- The vehicle speed is less than 38 MPH.

The cooling fan relay will be commanded ON regardless of vehicle speed when the following conditions are met:
- The engine coolant temperature is 151°C (304°F) or more.
- The A/C refrigerant pressure is high.
The cooling fan may be commanded ON when the engine is not running under a fan run-on conditions described in the electric cooling fan general description portion of the service manual.
