Default 2011 Jetta SE passenger floor vents blow cold air

I have the base model 2011 Jetta SE (2.5). Got my car in March so only recently did I start to use the heat, it works great throughout my entire car except the passenger side floor vents produce no heat whatsoever, it is cold (freezing) air. If you turn the heat on max and set it to feet no matter how long you let it run it never warms up, not at all. If you blast it then the cold air just comes out faster/more.

Turning the air recirculation on helps, but it still does not produce heat, it just lessens the amount of cold air blowing on your feet. And I can’t just keep the air recirc on because it fogs up my windows. The car has no other problems and the heat works great in all the other vents.

Any idea what this is and how I can fix it?

You need to get your motor scanned (preferably with VAG-COM\VCDS) for any error codes logged in the ecu and post them, that will save a lot of guessing.
