I am having the same problem with my 1998 Jetta GL with 105K miles on it. I have maintained it meticulously and this just started happening a few months back. I replace the ditributor cap and rotor thinking it may have been a crack in the cap. Problem continues. I am now thinking maybe the coil? If it dries out for the afternoon it will start right back up. It's only when it rains heavy and / or I drive through a puddle. SOmething's getting wet.
Anyone know if there is a TSB on this? And where can I go to look this up?

I've got a 1996 Jetta GLS with 237,000 miles. I've had this problem and I can tell you that in my case, it was a cracked distributor cap AND a cracked ignition coil. You're definitely getting moisture in the electrical system. Don't wait until it gets so bad that a little dew in the morning makes it not want to fire up. You could also try replacing the ignition wires... I got the lifetime replacement ones because they were nearly the same astronomicaly high price as those with a 3-yr warranty.
