Default Problems with starting in the cold

Hey I am new here. I have 86 2door golf diesel( non turbo) standard trans. It has about 176k miles on it and it runs well. Except it won't start this winter. I have changed the glow plugs and checked they are working properly. Block heater is working. Replaced the fuel filter. Its getting fuel. Air filter is clean and I run a anti gel supplement in the winter. Because it gets very chilly up here in Wyoming. Plus it has a good battery with proper cranking amps for the winters up here. But it will not start. I can't haul it to the dealer because the closest one is 90 miles away. I was hoping for suggestions on why my car won't start. thanks shannon
