Default 1978 bug convet sitting since 1999

Was running when put into inside storage-oil was not drained from engine. Car waas given to me. I want to get it back to daily runner.
Does this seem feasable after sitting so long without outraagous expense?

If you can turn the engine over by hand, then pull all the spark plugs and spray WD-40 into the piston area a little heavy, and then
turn it over by hand, let it sit over night and repeat several times
before trying to start, this will lube the cyl walls so the rings wont
go out on start up, no telling what you may have to repair, most
likely the fuel tank and fuel system will have to be cleaned.
