Default Cabby Alternator problem

My 86 Cabby won't start charging with the small thottle blip, which I understand is normal, but needs to be reved up to about 3500 rpm's before it will begin charging. It was fine last year (didn't drive thru winter months) and I have checked the connections at the alt itself. Do I need a new alt or is it a component issue that can be replaced, thanks

issue that can be swapped? Thanks
