Default Help ID the part that fell off my VW

I found this part in the driveway where a blue passat, a blue jetta and a blue new beetle were parked. Based on the shade of blue, we think it came off of the friend's beetle. Can somebody ID the part so we can figure out where to put it back on?

The threads appear to have some lube or sealant on them, and the black plastic "cap" or "stop" has the VW Audi logo as well as >PE<

Thanks
