Default Air Idle Control Valve

Does anyone know if I can change the air idle control valve (AIC) by itself, or if I have to change the whole throttle body on a 2004 Jetta Wagon 2.0L? I have a rough idle when the motor is hot and in hot weather. It feels like it will stall even with the clutch to the floor. Someone said try dry gas, and that doesn't help it all. The dealership said I had to replace the throttle body to change the AIC which would be $582 just for the throttle body! Any help would be greatly appreciated.
