parking brake light stays on and in dash and keeps dinging when putting on brake is it supposed two activate both wheels my passenger side raises . thinking maybe the brake on drivers side not working

Which vehicle Passat or CC?

Do you have an electric parking brake or manual?

Get the parking brake checked out as its working correctly.

You need to get your motor scanned (preferably with VAG-COM\VCDS) for any error codes logged in the ecu and post them, that will save a lot of guessing and check systems out.
