Default Electrical questions about my B6 Passat

Ok, So My wife has a B6 Passat, and her headlight (driver side and they are the directional moving HID's) has gone out, I have determined the bulb is fine (switched bulbs), So I'm under the impression the ballast is bad, but at the same time (or so it seems) the 12V outlets dont work either, and all the fuses are fine and i didnt just check the ones that book said go to the outlets, I checked every single fuse in the car both in the cabin and under the hood, and none were popped. So im curious if anyone else has experienced this, because I dont want to spend money on the wrong part, is it the ballast, is there some wiring that both the driver head light and the 12V outlet use that could be bad or disconnected? Any help is appreciated. Im just stumped and I dont wanna buy a $450 Ballast if thats not whats broken....
