Default 2012 Passat 2.5 SE - Fuel Consumption Question

It's my second day with the car, but today was the first day I noticed I can change the read out to fuel consumption. I was driving city, hovering around 23. Later in the day, again driving in the city, it was 12-14. I would hold off on asking so soon, but I don't anticipate driving more than a few miles at a time for another week or so.

Does it give a screwy reading some time? Does it need to heat up? Is something wrong with the car already?

Thanks in advance.

There should be 2 memory settings for fuel con in the MultiFunction Display (MFD). If you have a MultiFunction Steering Wheel (MFSW) press the OK button to switch between them. If no MFSW use the switches on the wiper stalk.

Memory 1, No. 1 will show in the top right of the MFD when in Memory 2 No. 2 will show.

Memory 1 is the fuel con at the time. Memory 2 is the average fuel con since the memory was reset. Press the buttons to reset both memories. You can reset memory 2 after you have filled up.
