Default Trouble Starting 1990 Jetta

My 1990 Jetta GL won't start. I've tested the spark plugs, replaced the old spark plug wires, made sure the ignition system is working and I've also tested the fuel pump and added a new fuel filter. The car tries to start but just won't. When I pulled a spark plug after trying to start the car a few times, there was no sign of gas getting to it. What should I try now to get my car running again?
