Default 1990 jetta starter circuit

My 1990 jetta 1.8, auto. will not start once the air temperature reaches 60 degrees. When you shut off the car , turn the key to restart it is as if the battery is unhooked. Once the car sits for about 20 minutes the starter will spin. Any one else had this same problem, and what was the resolve? Regards, Dave
