paint help

i noticed on my jetta above the taillights and in a couple other spots some little white bubbles would this be the clear coat coming up if so why the car is only a 2001.

If you can take a picture I could help. Are you sure it's not water spots?

Could be a number of things but can't say till I see some pics.
