Default light burned out and horn and wipers acting weird

My wife is having some issues with her 2007 Jetta. It started a week ago, I took it to get an oil change at one of those quick oil change places. As I was driving away, the indicator light for a burned out bulb was on.

It appears that 2 tailights are malfunctioning. It's the red lights on the trunk, not the brake lights but the back lights that should light up when the headlights are on. Both the left and right ones weren't working. I took the bulbs out and got replacement bulbs from the store and they still didn't work and the indicator light was still on.

So after that I thought that maybe a fuse was blown or something. I got a fuse tester and checked all of the interior fuses and they are all good. I moved on to the fuses under the hood and those too all tested good. I made sure that I put all the fuses back where I got them (I checked them one at a time) but the light was still not working.

I noticed in the manual that the diagram for the fuses showed that the fuse for the wipers should be in the upper right corner and the slot under it should be empty. I noticed that we had the wiper fuse in the slot that should be empty and the slot for the wiper fuse didn't have one in it. So I switched places and it now matched the diagram. I went to start the car and it did absolutely nothing.

I swithed the fuse back to the way it was and the car started right up. I noticed that the power steering and ESP warning lights were on, I drove around the block and they disappeared once I turned.

Before I got out of the car I tested everything else to makes sure it was working and the wipers would not work. I shut the car off and was going to call it a night so I locked the car and armed the alarm. The lights all flashed and the car locked but it didn't honk the horn like usual. I went back in the car and tried the horn and it didn't work at all. I checked the horn fuse and it was good. I started the car again and drove around the block and the horn still didn't work. I shut the car back off and now the horn worked (but not the wipers).

So once again, I locked the car and set the alarm and once again the horn didn't work at all and I couldn't honk it from the steering wheel either. I started the car and drove around and it still didn't work.

This morning my wife drove to work and the horn and the wipers worked (I have no idea why) but the wiper spray still doesn't work and the burned out bulb is still on.

I am going to check the fuse for the wiper sprayer when I get home, but does anyone know why the horn and wipers would be acting like this? I don't know if this would have anything to do with it, but I saw an article online that said that on some Volkswagen models if you unlock the car with the remote and then hold down the unlock button for ten seconds it will lower the windows without the key being in the ignition so I tried this yesterday before we had the horn problems. Would this have anything to do with it?

Also, we are having some issues with the hood closing correctly. If you try to close the hood like normal it won't stay down all the way. So we have to use a screwdriver to get it to close right, but the hood open light still is lit on the dash even though it is closed, would this have any affect with the wiper spray?

Also, what else could be causing the back tailights to not be working? I find it odd that both bulbs would burn out at the same time and then the store selling me two bad bulbs. Could it be something other than the a fuse?

One of my wiring diagrams shows the windscreen wiper fuse F31 (30A) under the bonnet and F19 (30A) in another fuse/relay box.

Its a matter of doing some circuit testing to see why the power is missing.
