99 Jetta Passenger Front Seat Belt

Default 99 Jetta Passenger Front Seat Belt

My 99 old body style( same as a 97) was hit in the passenger rear quarter panel from the rear door back.

The Passenger front seat belt will not release. I attempted to remove the seat belt. It has a cable with a black cylinder that is attached to the seat belt.

Is ther a way to release the belt? Should I buy a new seat belt since it has been in an accident? How do I remove the cable and black cylinder that is under the plastic panel next to the passenger front seat?
