Default 98 Jetta problems

Hey just posting here to see if you guys would know anything on whats wrong with my car atm. Everytime i shut off the it needs to be jumped in order to start again, now i replaced the battery and everything so i kno for sure its not the battery that is the problem. Jw if this has happened to you guys before and if you might now whats wrong. Also my power windows aren't working at the moment and im not sure if its due to the problem with the battery or not. Any info into whats wrong and needs to be fixed before i bring to mechanic would be helpful.

its a possiblility that it could be an ignition fuse that would also cut some of the main power witch would make your windows now work... hope this helps l8r sk8r

kk ima try and check that out when i get a chance, jw if u think it be better for me to do or bring to a mechanic. I'm good wit cars just not the greatest onthe electrical side of things, soi'm not sure if its expensive or inexpensive ortime consumingto do.
