Default 2001 Jetta Intermittent No Start

My jetta seems to only have a problem starting when it is cold outside. It's like it loses all power connections when I turn the key to the start position...sometimes. Other times it starts up with no problems. This leads me to believe that it might be a relay problem.

Also, sometimes while I am driving, if I hit the brakes it resets the instrument cluster, all the lights flash as if I have just started the car. It does this sometime if I turn the light switch to the ON position.

Has anyone ever experienced a problem like this one?
