Default 1996 Jetta Cold Start Problem

I have a 96 Jetta, 2.0 liter, 5 spd. When it is cold out, below 40 F, the engine will crank over for a long time before starting. After the engine is warm, the car will start fine. I just replaced the coolant temp sensor. No improvement. Any suggestions?

Anybody have a similar problem? Its definately not a moisture related problem, dist/wires/coil have all been replaced. Its a cold weather related issue. The car will start fine when temp is above 40-45 degrees.
