Question 1992 jetta fuel problem.. HELP!

Hey guys i have a 1992 vw jetta, 1.8l gas.
i cant seem to start the car, first, my fuel pump just stopped working so i replaced that.. fuel pump is working and i checked right where the gas hose goes into the engine and there was no gas coming out.. so i switched my fuel filter (it was getting old and the gas coming out of it looked dirty..) and it will still not start for me .. let me know if you any ideas! thanks!
also, does anyone know what the box thing is beside my fuel filter? i can't figure it out and could not find it anywhere online. i think that might be the problem.. whatever it is! anyways, thanks again, let me know!
