Default 95 golf headlight/dash light problem

Recently, when ever I release the emergency brake, the headlights turn on, even if I have the switch on the dash in the 'off' position. When I actually turn the headlight switch into the on position, the dashboard lights do not turn on (which is incredibly helpful at night...). Also, the little green light above the headlightswitch does not turn on when I turn on the headlights.

Any help is appreciated.
Thanks in advance.

Whats happening when you release the e-brake is the daytime running lights come on. so the problem is that either a fuse is gone for your headlights or the switch is bad. both of which would account for the headlights and dashlights not coming on when the switch is on. and yes your headlights are not comming on. the daytime running lights are the same brightness as your headlights.

it is also possible that the bulbs in the dashboard are burnt out. i have the same car and when i bought it, the dashboard lights didn't come on. at first i thought the dashboard just didn't have lights. but anyway, it could be the fuse, or just burnt out bulbs. there are two of them but you have to take apart the entire dashboard. the dashboard lights, however should come on when you put the e-brake down unless mine is just all messed up because i never use the switch anymore because there is no point to it.

Upon further inspection of this problem, I checked the fuses and the low beam fuse is intact. On the other hand, I can get the headlights and dashlights to come on, as long as I do not turn the key in to the on position. As soon as I turn the key past the initial position the headlights, dashlights, and light above the headlight switch all turn off.
