Blower fan not working in 99 beetle

Default Blower fan not working in 99 beetle

I have checked the fuse. It is good. The blower doesn't work in any of the positions on the control switch. I have dropped the glove box and disconnected the blower motor. Motor ohmed out good. And there is no voltage at the connector that plugs into the blower motor. I have verified that there is 12vdc at the fuse so at least I know I have power to there. I have not checked the power at the switch yet because I don't have the "special tool" to remove the radio. I do have the service manual and it shows what appears to be some resistors inline between the switch and the motor. I am assuming that these resistors are what change the speed depending on where the switch is. The resistor bank appears to be fused also. My next problem is finding out where this resistor bank is. Can anyone help? How about other ideas of what to check? Thanks for all of you help.

Did you ever fix this blower motor ? how did you repair ? Thanks
