Default 2001 Beetle Air cinditioning problem

So my sister has a 2001 beetle and the air cinditioning does not work anymore.... a local shop diagnosed the problem as a faulty pinion rod.... it blows hot air not cold air... so my question to you is how hard is it to take apart the dash on a beetle? they want 800 for labor for a $65 part!

When the aircond is blowing hot air check the compressor cluth, it is engaged or not?. If it is not engaged check the presence of 12 volt dc at the aircond compressor. If 12 volt dc is present but magnetic cluth not engaged then it is the air gap problem between the cluth and the pulley plate of the aircond compressor. The air gap is preventing the cluth to be arractted to the pulley plate. This is due to wear and tear over long periods. Remedy is to insert some sort of metal shim at magnetic cluth assembly bringing the gap a bit closer to the aircond pulley palte.
