Default 1974 Super Beetle - Should I salvage these wheels?

Hello forum. I just joined up, and was recently given a 1974 Super Beetle that will need a lot of work. I have a lot to learn here. The first step I plan to take is to get the wheel/tire situation worked out so I can pull it with a tow dolly to my house. My two options are to either spend the money on getting all new wheels and tires or to salvage the wheels that are on there and purchase some new tires & hubcaps (chrome pie shaped ones that came stock on some old beetles). Will those hubcaps clip on to these wheels? From pictures I've seen, once you place the hubcap on, there might be a bit of the wheel that you can still see around the hubcap rim. Please take a look at the image attached and provide thoughts on what I should do here. We considered attempting to clean up the outside area of the wheel and paint it the same color we plan to paint the car, but if resellers sell chrome caps that will cover the entire wheel, perhaps we'd go with that route instead.
