Angry 2013 VW Beetle I just bought last year problem with ignition

Sorry I didn't introduce myself first. I recently bought a 2013 white VW Beetle in October 2018 with 65,000 miles on it. I had no problems with it up until January when the window switch on the drivers door for the passenger window will not roll the passenger window down but it will roll it up, I just left it be I don't really use the passenger window. One window open is enough where I live in Alaska. Then around I would say July 4, 2019 I drove to the store and when I tried to turn the key off it wouldn't turn so I fought and wiggled for about 10 minutes and it finally shut off. It got progressively longer over the next week and the last time was I went to my parents house and it took an hour to get the key to turn off. I did look for recalls and I looked at the complaints also which brought to my attention VW Beetle owners were sent notices saying they extended the warranty up to 100,000 miles on the part that is usually causing this problem. So I Called my closet VW dealership and they said it would be $149 to diagnose and then he didn't tell me what he thought might be wrong but it said it's probably gonna cost around $800 to fix but they gotta diagnose it then send it to be to see if it is going to be covered then they would have to order the part so they said they would have my car for about a week and a half later. On 7/15/19 I took it to VW and they started there work I received a call on 7/16/19 in the afternoon to tell me my car was done. That it was the part covered under that warranty which is the steering lock. So when I picked my car up the key was already in the ignition so when I stopped at the gas station for gas I took the key out the headlights were off but when I opened the door it was dinging like the keys were still in I had never had this problem before they worked on it. I tried to lock the car with the key fob and nope that didn't work either. Service was already closed by that time. On 8/2/19 I took it back to the dealership and explained what was happening and that sometimes now it would take even let me put the key in. I told them they could pay to fix it becUse it wasn't doing good it before I gave it to them to work on. So they waived the diagnostic fee and about 4 hours later they call and explained the tumbler is bad the tumbler is thinking the key is in the ignition. Was gonna cost $300 and they have to special order the part from Mexico. I said it will have to wait he said if I put the key in fast and pull out real fast a couple times the tumbler will catch and it will stop dinging and allow me to lock the doors. I honestly believe they did something o it I have never had a problem with it. Who should I contact to try and get this issue fixed? I'm willing to at the max pay for half the repairs but I don't think I'm even responsible let for that
