Default Some problems

I got a problem. Im driving a '96 Jetta GL and I cant get the hood to open. im pulling on the lever and pulling on the hood but nothings happening. Also the other day i was cruising at about 60 mph in 5th gear and the tach started going crazy. it was between 2000-3000 rpm and then it drop to 0 and sputter. then it would bounce back up like it fired back up. it did this for a couple minutes and then it just stalled. this is my first VW and i have no clue what it could be. so if anyone here can help me out it be appreciated.
