Routan Tech Bulletin TT 97-12-05-- Wipers, horn and dash panel

VOLKSWAGEN: DUE TO INTERIOR HIGH SPEED (IHS) CAN BUS, HEADLIGHTS, WINDSHIELD WIPERS AND WARNING LIGHTS CLUSTER COMES ON AND FAILS TO SHUT OFF PROPERLY. MODELS 2009-2013 ROUTAN. *PE UPDATED 07/17/2013 *JS
We were experiencing the problems outlined in NHTSA technical bulletin 97-12-05.
Took it to the dealer... couldn't duplicate the problem. They don't seem to be aware of the bulletin despite our telling them where to find it.
Took it home hoping the problem went away. Asked the dealer for the part when it didn't go away, and they said they couldn't help.
Called several other dealers, searched online... nobody seems to know.
Any hints? Any clues?
