I had this 5 years ago on my 97 Jetta (and I just got P1582 again hence I'm here looking it up)! A can of throttle-body cleaner will fix this issue. There's no need to reset the throttle or anything like that it. You do need to reset your computer (yank batter for 10 minutes) to revert the "adaptation" back to a new value.
