I need to figure out if I can program used keys (only the ends) if I don't have any remotes to begin with. The procedure is simple for programming the remotes but I don't know two things: can I program a used remote for a 2000 passat and if I have no programmed remotes to begin with, if the program procedure will work. I have NBG 8137 T remotes. I drowned both of them. My car does not have an immobilizer, I'm pretty sure.

There is a lot of information online how to program these if you have one programmed remote and one that needs programming.
