Default air conditioner intermittant

With the blower in positions 1 or 2, and the Normal or Max button depressed, the light appears and the air cond. seems to kick in. (I can tell from the engine). But there's hardly any air thru the blower. If I move blower to positions 3 or 4, I get lots of blower but cold air only for a few seconds and the light under Normal or Max goes out. What's Up?? Can you help? Thanks

A pancake resistor that sits in the line handling both blower and AC switch, had changed value. $50 from the VW dealership and $130 labour including topping off the freon, fixed the problem. Thanks to eveyyone.
