99 Passat wont start

Default 99 Passat wont start

I replaced the battery on my passat after it had been sitting dead awhile. Now the car wont start. It will not turn over. I had the battery checked and the voltage is fine and the CCA are fine. I checked the fuses for #14 because the windows, sunroof and dome lights wont work. The only fuse that was burnt out was a 15a #33. I can hear what might be the fuel pump after turning on the ignition but when I try and start it only makes a clicking sound. I cannot get the remote key to unlock the doors and it wont reset by holding down the lock/unlock then putting the key back in the ignition. any suggestions?
