99 B5 weak cranking.??

I am working on this 1999 passat 1.8t with 5 manual tranny. its acting weird. It had electrical problem I start with 14 code most of them wiring harnes issues . So eventually i removed all interior and carpet to dry it out and able to check all wiring harness, repair or replaced and test almost every cable after repairs windows start to work sunroof start to work lights came back locks working stereo lights and everything check out okey. however car is cranking very weak starter cranks but engine rotates slow and weak. i replaced the starter and battery test all cables battery to starter to generator to ignition switch all giving me( .001 ohms continuity with out battery)no short all connectors check out . Still cranks very weak . Special Notes: If multiple Control Module have Power Supply Faults stored, it's most likely to be one common Problem like the ones shown above. Otherwise when only one or two Control Modules have such Codes stored you better start searching at the individual Power Supply of these Modules. Terminal 30 means unswitched battery power that is supplied even when the ignition is off. This is not referring to any physical terminal numbered 30.
