99 1.8T won't start

Default 99 1.8T won't start

I am problem starting my 99 1.8T. The fan in front of the engine rotates when I turned the key and it makes the noise but I don't think the engine turns over.

I was having a cylinder 2 misfire and I checked the ignition control module. Readings for the 4 pins are 3.5, open, 3.5, 3.5 (cylinder 1, 2, 3, 4). I connected the cylinder 1 spark plug wire to cylinder 2 by mistake but the engine started and ran. After I disconnected the battery and swapped the ignition coils, I haven't been able to start the engine.

What could be the possible cause? The ignition control module is totally bad? Something went wrong because I disconnected the battery?

Any help is greatly appreciated.
