Default 2000 Passat Moisture Problem

Hello to all and thanks for reading my post.
I have a 2000 Passat 2.8 that has gotten into a little water. The water got half way up the wheels and into the floorboard of the car but nothing mechanical or electrical seems to have gotten wet. No water in the engine. The humidity inside the car from the water may have effected some electrical components and it looks like the starter isn't turning the engine. My question is how bad is this problem? It really is a nice car and I would like to save it. The lights and wipers work but the power windows, locks and sunroof doesn't. I thought about replacing the starter, some relays, fuses and the computer under the hood but felt like it would be wasting money without having a better strategy. What do you think I should replace, test or do first? Thanks for all your help, advice and opinions.

Before you replace any fuses or relays check your ccm module it's located under the carpet on the drivers side its probably damaged due to the water this module controls your windows locks sunroof and it will also disable the car from starting I'm pretty sure this is where your problem lies
