1999 Passat Blower Failure

Default 1999 Passat Blower Failure

Hello,
Recently, my Passat has been having an issue with the blower that moves the heat into the cabin of the car. It just refuses to turn on after a relatively cold night (29-35). To trouble shoot it I removed the glove box to get to the blower to see if anything was physically in its way, I couldn't find anything. I then removed the blower to get a better look at what was around it and couldn't find anything there either. I also checked the fuse in the fuse box panel. Lastly I used a multimeter to check the current of the wires going into the blower and they weren't delivering any power as far as I can tell. I'm stumped. Anyone have any ideas?

The blower resistors do give trouble it controls the different fan speeds.
