i had the same thing happen to me
it ended up being my starter and i screwed it up so bad i needed a new flywheel
and just to let you know if it's an auto and it so happens you need to get a new flywheel you'll also need a new torque converter
it might also be the battery

Your instrumentation fuse is blown. The funny noise you hear (like a rattlesnake, right?) are all the little needles in your dashboard recalibrating themselves! :-)
Replace the fuse and everything will be hunky-dory.
And I hope it's not your starter. :-)
