so today my 99 jetta will not start but there is power because everything is still being powerd. like everytime i try to start it. the flashers come on and when i open the door the flashers come on for a min. then after trying to start it a couple times the ignition locked up. it was about 10 degrees out. any info would help.

how can i fix this and also why would it lock up and how do i unlock it
