Cool Wipers Won't Stop

There is varrying speeds of movement. At first it seemed like it took a few extra passes for the wipers to turn off. Than it was like they were not turning off and you could screw with them for about 5 minutes and maybe you could get lucky and they would stop. Now at this point when you start the car they are moving and won't stop. I am thinking it is the wiper relay.... has anyone had this issue or have any other ideas?

Thanks

the fuses obviously work cuz the wipers go nuts. when i pull the fuse it stops them. but i live in new england weather changes every 5 minutes. So I changed the relay and I believe the problem still persists. what now?
