Default Wheel/Tire Locks for 1997 Jetta Trek

Are the wheel/tire locks required or can I drive without them?

Can they be replaced with other ones (or nuts/bolts) from say Autozone?

Do they sell the key to remove the locks?

The reason I ask is that I have to rotate my tires, but I can't remove the locks myself because I don't have the key or the right tools to remove them.

The closest dealership is about a couple of hours away from where I live and I can't have the locks removed anywhere around here.

try taking a 3/4 inch 12 point impact socket and hammering in onto the lock nut, any mechanics shop should be able to get them off.
