Default TSB Info?

Does anyone know what this Technical Service Bulletin said:

TSB Number:0207NHTSA Number:10000581TSB Date:October 25, 2002Date Added to File:March 25, 2003 Failing Component:
Engine And Engine Cooling:Engine Summary:
Misfire, incorrect cylinder fault codes P0301, P0302, P0303 or P0304 identified by ecm software.
My 2002 Jetta 1.8T has had these codes come up, and replacing the ignition coils and the O2 sensor -- hundreds of dollars of repairs -- failed to keep them for recurring. The car drives normally, but error recurs within two days of having the code reset.

Since I'll be moving to NJ, I'll need to have these stay off for at least 100 mi. of driving in order to pass an inspection. When the EPA set rules for OBD detection in 2001 it dismissed comments that mis-reads would create problems for drivers. Now, states like NJ, which must follow these rules to comply with the Clean Air Act, are creating headaches for honest drivers.

As far as the EPA is concerned, after the warranty on your car is up, you should be willing to pay for diagnostics and repairs the OBD detects, even if your car is not actually emitting any pollutants or if the mechanics cannot find a component that is actually flawed. Again, I had the ignition coils replaced (twice; first by VW; then myself) and the O2 sensor (stuff not covered by the 8 year/80,000 mi federally mandated warranty on major emission systems. The EPA made no provisions for misreads because in 2001 it couldn't find any in its pilot study of a whopping vehicles 43 w/ over 100,000 miles that displayed MILs.
