Default P0171 - System Too Lean

Hello readers,
I have this VW Jetta 2002 model, which I purchased an year n half ago from a local dealer. I have had this problem, engine check light on, many times. I think I already have a coolant bad sensor, so when I took it to a VW dealer he checked and said everything is fine (3-4 times last year). The engine check light would come ON and will stay ON for some days and it will automatically TURN off after that. This has happened many times to me. Today I got an opportunity to check with OMD. It shows the error code " P0171" and it says " System Too Lean". The oxygen sensor ratio was " 0 : 0.460 V". Can somebody tell me what problem is this and how can I fix it ? Is this something I need to worrry about ? I would appreciate your replies.
