Default loud stock turbo. Possiable leak?

My Jetta, Karli has 103,XXX miles on her. I spend all yesterday replacing the coolant flange because she was leaking coolant bad and the dealer wanted $375 just in labor to fix it (yikes). Anyways, I got that squared away and while I was driving it (windows down) I noticed my turbo is spooling up considerably loud. Even when I'm not to hard on the pedel it sounds like a mac truck when the turbo kicks in. Also I notice some lag from the turbo time to time. I noticed it before I had to do work on her, but I was more worried bout the coolant, so it wasn't that I didnt replace a hose right. I swear to myself it feels like she lost some power....I just bought this car, only had it for less than a month so my girlfriend thinks im just getting use to it. I did put a new air filter in so that could make it louder...but again I noticed it before. Any ideas what parts I should suspect?

Feel like I'm talking to my self here.

Anyways I made a DIY "leak tester" for about $13 and found no boost leak. Turbo just wants to be heard and turn some heads.
