Default I NEED HELP DOING SOME ENGINE TIMING

So i just bought a 94 jetta gl2.0L for $500 bucks because the previous owner replaced the timing belt and it would not run right so he gave up. Well i did not trust his work so i took everything apart and i couldnt believe what i saw. While crankshaft positoned correctly, the camshaft was no where NEAR alighned up with TDC. So now the camshaft and crankshaft are positioned 100% correctly i think?

Alright so this is what i did. I alligned the center of the "O T" letters on the camshaft timing gear with the arrow on the rear guard. With the crankshaft pulley on, i aligned the notch cut in the pulley with the aarow on the plastic lower timing chain cover, and thats how it sits now. I circled in red what seems to have to line up with something what i believe is an oil pump. What do i line this gear up with for correct timing?

You just need the crank and the cam at tdc.
