Default Horn & Alarm Not Working- Also Actuator Issues. Related?

We have a 2011 Jetta S and the rear passenger door isn't locking. When you drive and hit "x" speed, you can hear the doors trying to lock. I plan on replacing the rear passenger actuator but my kid says the locking as been acting weird and the horn isn't working either. So, when he tries to lock the car, it doesn't make a noise. I tried checking the fuses and they appear to be fine. It's hard to find a correct diagram as I heard there was some issues with horn recall. What would be the best steps to try to figure out what the issue is. Could it be caused from the actuator? Is it possible something on the driver door locking system? Just trying to go on the most economical steps as the rear passenger actuator is $160.

What is the best way to see if the horn is getting power or the relay. I'm not super great with cars but can follow instructions.
