So im working on a friends 83 westy with a 83(?) jetta motor in it.
It will start and run at an idle speed sometimes only with the throttle wide open sometimes no throttle.
The fuel pressure is about 38psi without the engine running but stays at 80 psi while running.
I cant find a fuel pressure regulator. Is there one?
How can i identify exactly what motor I am dealing with?

Any other suggestions on what may be causing this problem would be appreciated.

Oh yeah! new plugs, wires, cap, rotor, fuel filter.
