Default Cold start problem and idle '98 GL 134K

[:@]The car won't start below 30F and runs rough for 2-3 minutes after starting up to about 45F. I have had it to a mechanic that replaced MAF, coil pack, computer, throttle assy, starter.... ANY suggestions PLEASE. I need this car to work reliably. The symptoms just don't make sense. The are very temperature specific. Whe it does start in th 30-45F range the rough running is missing and shaking the whole engine with a smoking incomplete combustion like exhaust. I have a bit of confidence in the mechanic and he seems stumped. I haven't tried VW dealer service.

So this is a part that goes on the 2.0 ABA (i think) engine? The year models said 79-84. This is the same part you think on the 98? Any ideas where to look on the intake mani for this?
